Noel Community Arts Program (NCAP) is a nonprofit organization rooted in the belief that creativity should be accessible to everyone. Located in Shreveport’s Historic Highland neighborhood, NCAP provides high-quality, affordable arts education to individuals of all ages and backgrounds—especially those facing barriers to participation. Through music and art lessons, community workshops, creative wellness programs, exhibitions, and studio access, we empower people to discover their creative voice, build confidence, and connect with others.
We believe that self-expression is not a luxury—it’s a path to healing, growth, and transformation. Whether someone is picking up a paintbrush for the first time or finding their voice through song, NCAP is a place where everyone belongs and potential is nurtured.
